Writing with the authority of a former head of Ofsted, Sir David Bell, now vice-chancellor of the 51¹ú²úÊÓƵ of Reading, writes: ¡°There is an opportunity to create a proportionate, sensible system that, over time, seeks to include some direct measures of quality and learning gain¡± (¡°Sir David Bell analyses the higher education Green Paper¡±, Opinion, 12?November).

It would greatly assist the sector if we could be told what these ¡°direct measures¡± might be, and where Sir David expects us to be able to find them.
