PHIL WILLIS, MP for Harrogate and Knaresborough, has been named by the Liberal Democrats as their new further and higher education spokesman. Mr Willis has been a head-teacher of two comprehensive schools in the North of England and leader of Harrogate Borough Council. Don Foster, MP for Bath, retains his position as overall education spokesman.
