The President of the German Federal Republic, Roman Herzog, has awarded the Commander's Cross of the German Order of Merit to Lord Bullock, Founding Master of St Catherine's College, Oxford, and the first elected vice chancellor of the university "in recognition of his service to Anglo-German relations".
